The San Francisco Office of the Controller’s Whistleblower Program is how City employees/residents can sound the alarm on suspected fraud, waste, and abuse in City government. Whistleblower reports result in investigations that improve the efficiency and effectiveness of San Francisco government. The Whistleblower Program conducts investigations under the authority of the San Francisco Charter, Appendix F.

When should I contact the Whistleblower Program & what types of questions does the Whistleblower Program answer?

File a whistleblower report if you want to report a City employee or contractor for: 

• Deficiencies in the quality and delivery of city government services. 

• Wasteful and inefficient city government practices. 

• Misuse of city government funds. 

• Improper activities by city government officers and employees.
