Reentry Center

Community Assessment and Services Center (CASC)

The CASC is a behavioral health focused, clinical reentry center which provides the following services:

  • Clinical and Reentry Case Management
    • UCSF/Citywide
      • Citywide provides Clinical and Reentry case management, medication management, crisis intervention, and outpatient substance use services.
    • Senior Ex-Offender Program (SEOP)
      • SEOP provides case management and emergency housing services to clients who are 35 years of age or older.
    • M3 Case Management
      • M3 provides case management and mentoring services.

  • Peer Support
  • Groups and Classes
  • Substance use Outpatient Program
  • Enroll in public benefits: CalFresh, Medi-Cal, General Assistance

The CASC is a partnership between the San Francisco Adult Probation Department and UCSF/Citywide. The CASC is behavioral health-focused, multi-services one-stop clinical reentry center that bridges our department supervision services with comprehensive support from our community partners.

Transitional Housing Programs

The SFAPD funds 17 supportive housing programs which support over 404 clients per day. These programs are designed to meet the specific needs of justice involved adults and lead clients to independent living. To prioritize the need of those struggling with addiction In 2018, we launched the Recovery Pathways Initiative to braid residential treatment with transitional housing, extend the amount of time a person working towards recovery could remain in transitional housing, and to improve long term housing outcomes. Leveraging the expertise of our community partners, the SFAPD funds the following housing programs for justice involved adults:

The Billie Holiday Center

The Billie Holiday Center is a partnership with Westside Community Services and Tenderloin Housing Clinic. The Billie Holiday Stabilization Center is a behavioral health focused, short term living space for justice involved adults experiencing homelessness, mental health challenges, those struggling with addiction, as well as people being released from the SF County Jail. The program will provide connections to next step resources including detox, drug treatment, transitional and permanent housing.

Positive Direction TRP Academy

The Positive Directions TRP Academy (TRP) is a culturally responsive, peer-led, abstinence-based, therapeutic teaching community and transitional housing program.

Minna Project

The Minna Project is a 12-24 month, culturally responsive, dual diagnosis transitional housing program with onsite supportive services.  The program is a partnership between the San Francisco Adult Probation Department (SFAPD), the San Francisco Department of Public Health (SFDPH), Westside Community Services and Positive Directions Equals Change.  Through this dynamic and unique partnership, participants will receive onsite clinical services, case management, reentry planning, benefits acquisition, and assistance with permanent housing placement. 

Women’s Gender Responsive Housing

Partnerships with Westside Community Services and Five Keys Schools and Programs

  • Her House: A supportive housing program for justice involved women and children.
  • Home Free: Home Free is a first-of-its-kind transitional housing program that helps criminalized domestic violence survivors reenter communities and thrive.

RSN FoF Transitional Age Young Adults Housing Program (TAYA)

The RSN's TAYA Housing Program located at the Norma Hotel offers transitional housing, case management and supportive services to transitional young adults.

RSN FoF Stabilization Housing

The RSN's Stabilization housing program offers supportive services to justice involved adults.

New Horizons 

Tenderloin Housing Clinic's New Horizons provides transitional housing and on-site supportive services at the Drake Hotel to clients of the SFAPD. programs located at the Drake Hotel provides supportive.

Other Transitional Housing Programs

  • Westside’s “Our House” provides 12 months of transitional housing in one of San Francisco’s beautiful Edwardian’s located in the lower Haight, close to Golden Gate Park
  • Phatt Chance, located in San Francisco’s Bayview area, provides 12 months of transitional housing in a quaint family style home
  • The Senior Ex-Offender Program offers stabilization housing to its clients as a bridge to residential treatment and transitional housing
  • James Baldwin House, funded by the Bureau of Justice Assistance, provides transitional housing and on-site clinical services to clients to SFAPD.
  • Collaborative Courts Housing Program is managed by THC and provides an opportunity for clients of the Collaborative Courts.
  • Positive Directions Transitional Housing Program. 

Rental Subsidy Programs

  • Step up to Freedom: A partnership with Episcopal Community Services, Tipping Point, to provide a 3 year rental subsidy to people on parole and PRCS.

Behavioral Health Services

  • Substance Use Treatment: The SFAPD funds drug treatment and detox at Harbor Lights
  • 1:1 Clinical Therapy: Clients can access clinical therapy at the CASC

Containment Model Services

The SFAPD partners with the San Francisco Forensic Institute and Hope Program to provide comprehensive clinical and treatment services to sex offenders under the Containment Model law.

Employment Services

Through partnerships with Goodwill, UCSF/Citywide, Young Community Developers and Arriba Juntos, the SFAPD funds an array of employment programs in an effort to help client get and keep a job, develop skills, and advance in their careers.

Education

Through a partnership with Five Keys Schools and Programs, the SFAPD funds learning centers at the CASC and 945 Bryant. These charter high schools promote learning, help students obtain their GED or High School Diploma, and help connect students to institutes of higher learning.

Community Service

The program is an opportunity for justice involved adults in San Francisco to give back to communities impacted by crime and violence.
