You need a License to Sell Nursery Stock to sell plants and plant products for planting, propagation, or ornamentation in California.

Cost

Nurseries have to pay an annual fee to CDFA based on the size of their growing grounds (see application for details).

You need a license to sell nursery stock

Nursery stock includes plants, seeds, roots, and cuttings, intended for planting, propagation, or ornamentation. Learn more about the requirements in California Food and Agricultural Code Division 4, Part 3.

Special cases

If you sell less than $1000 in a year

You might be exempt from the license fees if: 

  • Your sales are less than $1,000 in a fiscal year 
  • You let us know you intend to sell plants
  • You produce all the plants 
  • You sell your plants in San Francisco county

If you meet all the requirements above, you can apply for Fee Exempt License.
