File an appeal with the Civil Service Commission

If you do not agree with a decision related to the City's merit system, you can file an appeal.

What to know

Deadlines

  • You need to submit your appeal by the deadline listed on the original decision letter or email you received
  • If you miss the date, you lose your chance to appeal

What to do

1. Find out how the appeals process works

2. Make sure you're allowed to appeal the decision

Most decisions can be appealed, but there are a few exceptions. Check the letter or email you got from Human Resources or the Director of Transportation about your case. If it says the decision is final, you cannot appeal it.

Otherwise, you can start the appeal process.

3. Check the deadline for filing an appeal

The letter or email you got from Human Resources will also tell you the deadline for filing an appeal.

If you miss the deadline, you will not be able to file an appeal. 

4. Fill out the appeal form (CSC-12)

You can either:

Make sure to sign the form (or have an authorized representative sign it).

What's next?

The Civil Service Commission will let you know that we received the appeal within about 7 days. We’ll also send the appeal to the Human Resources Department or Director of Transportation of the MTA.
